The Analysis of E-government Evolution Mode and Smarter Government Structure

摘要本文在回顾国际电子政务的发展历史,以及对电子政务技术和功能变化特征分析的基础上,总结提出电子政务从"数字政务"到"智能政务",再到"智慧政务"的演化模式,分析各类模式的内涵和运行特点,探究电子政务演化模式的驱动因素,最后分析智慧政务发展中面临的挑战。 Through reviewing the development history of international electronic government（e-government）and analyzing technical and functional characteristic changes of e-government,this paper puts forward an e-government evolution mode which summarizes that e-government develops from ＂Digital Government＂,then to＂Intelligent Government＂,and finally to＂Smarter Government＂.Analyzed the content and operating characteristics of various types of models,explored the driving factors behind the evolution model.Finally,Analyzed the challenges in the development of Smarter Government.
