大学治理现代化的价值逻辑、现实困境和路径选择

On the Modernization of University Governance:Logical Values,Realistic Predicaments and Path Selections

大学治理现代化的价值逻辑是以国家和公共利益为核心,促进各方利益的激励相容。从马克思主义经济基础与上层建筑矛盾运动的视角看,我国大学治理面临着高等教育多样性与教育行政集权化、学科发展动态性与大学治理封闭化、学术活动特殊性与科层管理僵硬化等激励不相容的多重矛盾。为此,本文提出通过政治干预的适度化、决策参与的多元化、学科组织的网络化、章程建设的法治化、大学管理的专业化等路径选择,促进大学治理的激励相容,优化学术生态,从而推进大学治理现代化。

The modernization of university governance plays an important part in the modernization of national governance.Taking national and public interests as the core and promoting the incentive compatibility of the interests of all parties are its logical values.However,there are some realistic predicaments of incentive incompatibility existing in the modernization of university governance,like contradictions between the variety of higher education and the centralization of education administrative,between the development dynamics of disciplines and the closed university governance,and between the particularity of academic activities and the bureaucratic management in university.Therefore,some approaches are put forward in this paper to promote the incentive compatibility of university governance—taking a moderate political intervention,paying attention to the participating diversity of decision-making,exerting the network of disciplines organization,promoting the legal system construction of university charter,and boosting the professionalization of university management.
