Research on Model of governance in New-pattern Urbanization—Based on Symbiosis Theory

在实施"新型城镇化"这一国家战略中,政府治理模式革新成为一个亟待探究的重要议题。共生理论作为研究相互依赖的主体实现系统进化创新的工具,其蕴含的方法论为审度和分析新型城镇化战略实施中的政府治理模式革新议题提供了一个有益的视角。依循共生理论讨论后认为,多元共治、互惠共生模式是政府治理革新的方向。这种模式,具有主体多元、交互作用、共同治理、互惠共生的特质和优势。构建这种模式,需要从三个方面综合施策,即营造正向环境,构建多元治理结构;着力制度建设,打造优良治理界面;强化交互作用,提升互惠共生效能。

It is widely debated,along with the New-pattern Urbanization in China,what is the proper model for governance.Symbiosis theory,as a tool to analyze the mutually-dependent subjects progress of systematically evolution and innovation,provides an insightful methodology to investigate the Model of governance in New-pattern Urbanization.Conclusively,we hold the perspective that government should conduct the model of multiple-governance and mutualism as it is subject-diversified,interactive,co-governing and mutualistic.To build this model,we should implement strategies in three ways.Firstly,we should create positive atmosphere and multiple-governing structure.Secondly,we should create constructive regulations and governing surface.Lastly,we should consolidate the interaction and mutualism.
