地方政府社会保障财政支出效率与满意度研究

Analysis on the Efficiency and Public Satisfaction of Local Government Fiscal Expenditure on Social Security

我国中央和地方政府社会保障财政支出已经连续多年维持较高的增长速度。基于此现实,本文运用Malmquist DEA指数对广东地方政府社会保障财政支出的效率进行评价,发现广东地方政府社会保障财政支出的年均综合效率增长呈"U"型态势,分经济区域的实证研究表明珠三角地区社会保障财政支出综合效率增长要低于粤东、粤西和粤北地区。进一步构建面板数据模型对社会保障财政投入—产出变量与公众幸福指数、总体满意度及社会保障满意度之间的关系进行研究,发现社会保障财政投入对三者并无显著影响,但社会保障财政产出对提升公众满意度和幸福感有显著的正向作用。

The fiscal expenditure of Chinese central and local government on social security has been maintained at a high growth rate for many years.Based on this reality,this paper using Malmquist DEA efficiency index to evaluate the efficiency of local government fiscal expenditure on social securityinGuangdong province and found that the annual average overall efficiency of Guangdong local government social security fiscal expenditure growsas an ＂ U＂ type,while in the economic zone level,the overall efficiency of local government fiscal expenditure on social security in Pearl River Delta regiongrows slower than the eastern,western and northern regions of Guangdong province.Further,throughbuilding the panel data model between the social security finance input-output variable,publichappiness index,overall satisfaction index and social security satisfaction index,we found that the social security finance input doesnt have impact on the three indices,but the social security finance output tohave a significant positive effect on enhance public satisfaction and happiness.
