中山市保障性住房建设探讨及建议

Discussion and Suggestions on Affordable Housing Construction in Zhongshan City

自2011年被确定为广东省保障性住房创新试点城市后,中山保障性住房建设工作在解决城市中低收入家庭住房需求方面已卓有成效。但与发达国家或一线城市地区相比,中山市住房保障体系建设起步时间较晚,目前仍存在着覆盖面狭窄、覆盖对象公平性得到质疑、保障房体系相关配套政策不健全且运行效率不高多种问题,需要继续不停探索和进一步完善。笔者拟通过对中山市保障性住房的发展历史、现状和实施效果的综合分析,并结合中山城市发展规划、人口分布和保障房市场自身特点等因素,对中山政府部门开展保障性住房建设工作提出一定建议。

Since being identified as the innovation pilot city of affordable housing of Guangdong Province in 2011,Zhongshan City has obtained remarkable achievements in solving the housing needs of low-income families in the city by affordable housing construction.However,compared with developed countries and first-tier cities,because Zhongshan stared late in affordable housing construction,there are still a lot of problems such as narrow coverage,fairness question,Imperfect relevant supporting policies and so on,which need further exploration and improvement.This article tries to analyze the development history,present situation and implementation effect of the affordable housing construction in Zhongshan City and puts forward some suggestions.
