基于治理理论视角下失独群体救助中的政府失灵及矫正

Government Failure and Correct Method of Helping the Group of Losing the One-child Based on Governance Theory

政府在失独群体的扶助中应承担主要责任。但是现实中政府对失独群体的范围界定较窄,补助标准较低,地方政府试行办法奏效等政府职责缺位现象严重。本文从现代治理理论的视角分析政府失灵并提出矫正方法,为更好救助失独群体提供参考对策。

The government should bear the main responsibility in helping the group of losing the one-child.But in reality,government＇s scope of the group of losing the one-child is relatively narrow,the subsidy standard is low,the trial measures of local government and the government responsibility vacancy phenomenon are serious.This article analyzes the government failure from the perspective of modern management theory and put forward the method for correcting to provide reference for better helping the group of losing the one-child.
