新生代外来务工者的市民化及其社会支持——以映诺社区发展机构为例

Gaining Citizenship of New Generation of Migrant Workers and Its Social Support

从农村进城的"农民工"转变为都市"产业工人",从"外来工"转变为"城市居民",新生代外来务工者需要在价值理念、生活习惯、生活方式、社会关系等多方面融入和转变。政府购买服务,职能部门提供公共服务,为新生代的外来务工者提供政策和制度环境、心理疏导、娱乐生活、职业培训等全方位的发展型生活和工作技能。而公益性、非政府、非营利性的社会组织则通过为新生代外来工市民化提供社会支持,加速推动新生代外来务工者市民化和融入城市的进程。

The people who depart their villages and come to cities for jobs are transforming from the migrant workers to industrial work- ers and urban citizens. Currently these migrant workers need to change their values, life styles, social relationships etc. to enter the so- ciety. Therefore, governments and functional departments are beginning to purchase and offer some public services for migrant workers to improve their living qualities and working skills, and provide them with new policies and regulations, psychological consulting, en- tertainment, and professional trainings. At the same time, a few commonweal organizations also provide social supports for migrant workers, which could promote migrant workers＇ citizenization and let them rapidly integrate into the society.
