湘鄂西苏区推进军政军民团结的实践及其启示

Practice and Enlightenment of Promoting Civil-military Integration in Western Hunan-Hubei Soviet Area

为了建立和谐的军政军民关系,湘鄂西苏区广泛发动人民群众参加各种拥红活动,要求部队制定严格纪律,确保人民利益不受损害;组织红军积极参加苏区的土地革命和各项建设,帮助灾区人民解决粮食问题,同时兼顾红军的各种利益。在苏区人民的大力支持下,湘鄂西不仅建立起了一支党领导下的人民军队,而且在洪湖地区发展了游击战争并建立了根据地,且取得了三次反围剿胜利。湘鄂西根据地在推进军民团结关系方面的实践,对于新的历史条件下巩固坚如磐石的军政军民关系具有重要的启示。

Western Hunan - Hubei Soviet area widely mobilized people to participate in various activities supporting the Red Army, re-quired the troops to make strict discipline to ensure that people＇ s interests would not be harmed, and organized the Red Army to active- ly participate in Soviet Agrarian Revolution and constructions, helped the people of disaster areas to solve the food problem, and took various interests of the Red Army into account. With the strong support of the Soviet people, Western Hubei and Hunan not only estab- lished the people＇ s army under the leadership of the Party, but also developed guerrilla warfare and established the base in Honghu Lake area, and achieved the victory of the third anti -encirclement campaign. The practice of Western Hubei and Hunan base on pro- moting civil- military integration has important implications for the consolidation of the civil- military relationship under the new his-torical conditions.
