家庭保障、社会保障与残疾人发展——基于2007—2013年中国残联抽样调查数据的实证研究

The Analysis of the Family Support and Social Support to the Development of the Disabled——on the Basis of the 2007-2013 Sampling Data from China Disabled People's Federation

获得工薪性收入和经营性收入是有就业能力的残疾人追求自身发展,实现"自尊、自信、自立、自强"的重要体现。残疾人就业能力的形成,不仅取决于家庭教育投入水平,也取决于所属地社会保障系统对残疾人的转移支付程度。文章基于2007—2013年中国残疾人联合会的抽样调查数据,运用混合面板数据分析模型研究家庭保障和社会保障如何影响残疾人劳动收入水平后发现,家庭保障对残疾人发展的作用大于社会保障,家庭保障有效性需要社会保障的支持,应建立并完善家庭和社会保障制度,社会保障在经济上要支持残疾人家庭,增强家庭保障并提高社会保障资金使用效率。

To obtain wage income and operating income is important for disabled people with labor ability to realize ＂self-esteem, self-confidence, self-reliance and self-improvement＂. The labor ability of disabled people is influenced greatly by the family support and transfer income. Based on the sampling data from 2007 to 2013 collected from China disabled people＇s federation, this paPer uses mixed panel data analysis model to test how the family support and social support affect wage income level of the disabled people. The study found that family support plays an important role in the development of the disabled people. The social support is the basis of family support, we should establish then perfect the system of family support and social support, strengthen the support of family support for the disabled and perfect social security system.
