我国东北边境对俄口岸城市经济发展制约因素分析

Analysis on Restriction Factor for Port City's Economic Development on the Chinese Northeast Border to Russia

经济全球化的背景之下,口岸经济对区域经济发展起到积极的促进作用。选择东北边境对俄口岸城市经济作为研究对象,在综合分析中俄两国边境地区的生产要素互补与经济结构互补的理论基础上,判断目前是发展东北边境对俄口岸城市经济的最佳时机。但在推进城市经济跨越式发展的过程中还存在着政治风险、金融风险显著等制约性因素。克服上述困难,主张抓住时机,扩大东北边境口岸城市各类产品在俄罗斯市场的出口份额;结合中俄合作项目的规划方向,重点发展相关产业集群;发挥政策性金融资本优势,积极参与俄罗斯远东地区资源开发项目;合理规划对俄边境口岸城市的功能定位,避免功能定位重复,腹地重叠。

Under the background of economic globalization, the port economy plays a positive role in promoting regional economic development. Chinese northeastern border port city economy with Russia is chosen as the research object, based on the theory of complementary factors of production and the economic structure at the Sino-Russian border, judgment is done that the best time of Chinese port city＇s economic development of northeast border is at present. But there still exists conditionality factors in the process of promoting urban economy leapfrog development such as political risk, financial risk significantly. Overcome the above difficulties, people should seize the moment and expand the northeast border city market share of all kinds of products which exports to Russia; Combined with the planning direction of the cooperation project between China and Russia, related industrial cluster should be focus on developed; policy-oriented financial capital advantage should be fully developed, Russian far east resource development projects should be involved in actively; the governments should planning of the border city function orientation reasonably to avoid repeating port city function orientation and hinterland overlap.
