After the Japan-Russia war, Yuan Shikai got deeply involved in Northeast reform, and achieved his purpose by Zhao Erxun and Xu Shichang. As a consequence, some of Yuan＇s aides and staff left for the Northeast to be in power, and Beiyang new armed forces were stationed around. The reform of Zhao Erxun laid the foundation for Xu Shichang＇s, and Xu Shichang insisted on the reform of Zhao Erxun. That Yuan shikai paid close attention and continuously interfered was a significant element of the fact in Northeast China such as the growths or declines of different powers, pattern adjustment, social changes and policy continuity. Yuan Shikai considered expanding his sphere of influence, at the same time he wanted to ensure sovereignty in the region, safeguard the benefit of the dynasty and develop local society and economy.
