摘要
研究提出,现代自然垄断产业效率是自然垄断效率与竞争效率的有机结合,以有效竞争为基础,构建市场结构、市场行为、市场绩效"三角互动"的自然垄断产业有效市场模式,实现竞争与规模兼容、竞争与规制兼容、竞争与垄断兼容、国有与民营兼容、效率与公平兼容,是实现自然垄断产业效率的必然取向。
The paper thinks,on the base of effective competition,the basic guideline for natural monopoly industry efficiency is to constitute effective market mode of natural monopoly industry including market structure,effective market conduct and effective market perfor- mance,and promote combination of natural monopoly efficiency and competitive efficiency,in which competitiveness and scale economy,competitiveness and regulation,competitiveness and monopoly,state-owned and private property,efficiency and fairness are compatible with each other.
