“能量理论”视域下校长教师轮岗交流政策实施的思考 被引量:50

摘要 "能量理论"为校长教师轮岗交流政策实施提供新思路。在"能量理论"的思路下,若想实现其促进教育公平和提升教育质量的初衷,校长教师轮岗交流政策实施应思考如何实现流动教师身上所拥有的"能量"流动,并依靠教育机制建设等力量把个人"能量"增强,以及促进这些能量在整个教育共同体乃至社群层面进行凝聚、沉淀、扩散与增长。能量并不限于个人范围内,还包括集体的能力及其所创造的机会。依托"能量理论",校长教师轮岗交流政策实施的理想状态是参加流动的校长及教师自主加入流动队伍,他们的能量亦能流动到流入地。实现能量的自由流动,扩充流动校长和教师自由发挥其能量的机会,教育领导力可作为切入政策实施层面的一种思路。 The "Capability Approach" has offered a new method for the implementation of the Principal and TeacherRotation Policy(PTRP). Through the Lens of "Capability Approach",in order to realize its original intention of promotingeducational equality and quality,the implementation of PTRP should think about how to realize the circulation ofcapability of teachers,and strengthen the individual capacity with the construction of educational mechanism,so as topromote the condensation,sedimentation,proliferation and growth of capability in the entire education community andassociation. Capability is not limited to the individual scope,the collective ability and chances should also be included.Based on "Capability Approach",the ideal status of the implementation of PTRP is that the principals and teachersparticipated in the rotation would like to join the rotary team autonomously,and their capability could also flow to theplace of movement. To realize the free mobility of capability,and improve the chances for the principals and teachers togive play to their capability freely,the educational leadership could be some kind of train of thought for theimplementation of the policy.
