国产非特殊用途化妆品备案面临的问题与建议

Problems and suggestions for the record of domestic non-special purpose cosmetics

研究了2014年至今备案品种情况,由于国产非特殊用途化妆品的法规发布年限早且分段管理,监管工作缺乏权威性和连续性,从法规要求、备案范围、备案申报信息、标签内容、各省审评标准5个方面总结了技术审评过程中遇到的问题。最后建议国家食品药品监督管理总局应尽快出台相关法规和实施细则规范化妆品标签,企业应强化责任意识,政府和企业双方共同努力促进化妆品行业健康发展。

The record situation from 2014 was studied. Because of the early issued regulations and the subsection management, the domestic non-special purpose cosmetics were lack of authority and continuity of supervision. The problems encountered in the process of technical review were summarized from five aspects, such as the regulatory requirements, record range, record information, label content and the provincial review standards. Finally, it was suggested that China Food and Drug Administration should publish corresponding regulations and detailed rules of implementation to specify the cosmetics label as soon as possible, and enterprises should strengthen the sense of responsibility, making efforts from both sides to promote the healthy development of cosmetics industry.
