Destructive floods struck Central China,the United States,England,India,and many other places in 2015,particularly during November and December when very strong El Nino conditions developed.These events have magnified a long and tragic list of losses of life and property.Yet floods need not be catastrophes.Floods are a natural and largely beneficial part of the natural cycle,while flood damages and fatalities are mostly a consequence of human folly.
