Trans-Pacific Partnership Agreement and International IPR Protection

一、前言 世界贸易组织的“多哈回合”多边贸易协商从2001年展开，几乎从一开始就陷入了胶着。世界各国为了自保和本身的利益，纷纷展开各种合纵连横，制定了不同型态的贸易协定。而其中最受瞩目、也可说是最具争议性的多边贸易协商，应属《环太平洋合作伙伴》（Trans-Pacific Partnership，TPP）自由贸易区无疑。一旦此协定生效，由此产生的自由贸易区将成为全球规模最大的经济贸易领域。

I. Introduction Multilateral trade negotiations in Doha Round of the World Trade Organization （WTO）, which commenced in 2001, have been at an impasse ever since the very beginning. The countries in the world, for the sake of self-protection and in the interest of themselves, call for cohesion and alliance by entering into various types of trade agreements. The most eye-catching, or in other words, the most controversial multilateral trade negotiation is undoubtedly a free trade area under the Trans-Pacific Partnership （TPP）. Once that agreement takes effect, the resulting free trade area will become the largest economic trade region on the globe.
