摘要
房屋用途临时变更在城市尤其在老城区普遍存在,适时适度的临时变更不仅能节约城市资源、快速促进城市更新,更是为保护城市风貌、延续城市空间肌理提供了新的思路.然而,舟山普陀区的案例研究表明,目前临时变更管理中存在变更随意、审批不严、有碍民生及资源浪费等问题.为逆转现行管理的无序状态,探讨临时变更的规划管理制度设计,以期将其纳入法制框架.研究指出,探讨房屋用途临时变更规划管理对平衡政府、开发商及民众等多方面的利益,促进城市快速更新和可持续发展具有重要意义.
Temporary alteration of housing function is widespread phenomenon that exists in the city.Timely and measurable temporary alteration not only can save city resources,promote urban renewal,but also can provide a new idea to protect the city style and extend urban spatial texture.However,the cases of Putuo district illustrate that existing temporary alteration has many problems such as changing at will,lack of standardized management,interfering with the people's livelihood and waste of city resources.To reverse the current disordered management,we design the management system of temporary alteration,so as to put it into the legal framework.Discussing the management of housing function temporary alteration has great significance to balance the interests of government,developers and the public,as well as the city renewal and sustainable development.
