摘要
我国最近30年来的高等教育改革具有如下基本特点:从改革主体来看,政府是高等教育改革的设计者、发动者、推动者;从改革内容来看,高等教育体制机制改革是改革的核心内容;从改革方式来看,"打补丁"式改革是基本改革方式。高等教育全面深化改革,需要对政府在领导和推进高等教育改革中的权力有所限制,政府的主要作用在于领导设计出一种具有法律性质的大学制度,建设好具有法律意义的大学章程;需要解决高校的独立法人地位问题,把高校建设成为面向社会依法自主办学的法人实体。需要突破高等教育双重体制,让市场竞争机制发挥决定性作用;需要理解高等教育全面深化改革的思想精义,正确实施高等教育综合改革,并将高等教育改革纳入法治化轨道。
The characteristics of Chinese higher education reform in recent thirty years are as follows: in terms of the subject, the government is the designer, initiator, and propeller of the reform; in terms of the content,the reform of higher education system and mechanism is the core; in terms of the approach, "patching" is the basic mode. To comprehensively deepen the reform, there should be some limits on the power of the government.The main function of the government is to design a legal university system, build university statutes of legal significance, make clear the independent legal person position of universities, and transform universities into autonomous society-oriented legal entities. We need to break through the dual system of higher education, and allow the market competition mechanism to play a decisive role. We also need to understand the essence of the comprehensive reform of higher education, ensure it follows a correct direction, and bring it into a legal track.
