京郊乡镇卫生院绩效考核实施现状的调查研究

Studying on the status of performance assessment on township health centers in suburb of Beijing

目的:分析乡镇卫生院绩效考核制度的实施现状和效果,为进一步完善制度设计和执行提供建议。方法:采用定量调查和定性访谈的方式,于2014年10月对北京市5个郊区县的15家乡镇卫生院开展现场调研,并对收集的数据进行统计分析和归纳整理。结果:全市统一方案在基层推开受阻;配套的激励机制单一;工资总额核定标准较低,个人收入差距不明显,是制约绩效考核和激励机制效果的主要原因。结论:完善绩效考核制度,需要坚持统筹规划与因地制宜相结合的绩效考核原则;充分发挥考核结果在绩效工资制度和人力资源管理的同步应用,更大限度的调动医务人员的积极性;科学核定工资总额的基础上,通过专项奖励的方式适度拉开收入差距,全面推动绩效工资制度的激励作用。

Objective To analyze the effectiveness of performance assessment in township health centers,and put forward suggestions for improving it.Methods 15 cases of township health centers in 5 suburbs of Beijing were surveyed with questionnaire and qualitative interview.Results The effectiveness of performance assessment in grass-roots institutions was lower.The main influencing factors were difficulties in implementing uniform standards,poor incentive mechanisms,lower income and narrow income gap. Conclusion To perfect the performance assessment system,it is suggested to insist on the principle of balancing the overall plans and local conditions,apply evaluation outcome in performance keeping pace with human resources management to establish new incentive mechanisms,widen difference in personal income to promote the incentive of performance payment system.
