Thoughts on the construction of the top scientific journals in China

摘要 【目的】分析百种中国杰出学术期刊(简写为BJ)、中国最具国际影响力学术期刊(简写为HII-CAJ)及SCI入选期刊名单的变化,为我国顶尖科技期刊建设提供参考。【方法】基于2011—2013年BJ、HII-CAJ、SCI入选的中国科技期刊名单,统计分析入选期刊名单的变化和期刊的文种分布,以及其中高校学报的收录情况。【结果】在2011—2013年,BJ、HIICAJ、SCI入选的科技期刊总数分别达168、233和160种,3年同时入选的期刊分别为45、122和135种;3年中BJ、HII-CAJ、SCI收录外文期刊的比例平均分别为2.33%、49.23%、86.93%,入选期刊中大学学报的比例平均分别为8.67%、5.32%、4.28%。【结论】构建国家层面的科技期刊评价体系,采取中外文期刊并重同时兼顾大学学报的遴选方案,建立兼具权威性、代表性和稳定性的顶尖期刊群,以引导和促进我国各学科、各专业科技期刊的快速发展。 [Purposes]This paper aims at analyzing the changes of the list of One Hundred Outstanding Academic Journals( BJ),The Highest International Impact Academic Journals( HII-CAJ),and the domestic scientific journals enlisted in SCI from 2011 to2013 so as to put forward thoughts on the construction of the top scientific journals in China. [Methods] Based on the list of BJ,HII-CAJ and SCI from 2011 to 2013,this paper statistically analyzed the changes of the list,the distribution of the journal language and university journals. [Findings]From 2011 to 2013,168,233 and 160 kinds of scientific journals were selected by BJ,HII-CAJ and SCI,among which there are 45,122 and 135 kinds were selected each year. In three years,the average proportions of foreign language journals were 2. 33%,49. 23%,86. 93% in BJ,HII-CAJ and SCI,and the university journals were 8. 67%,5. 32%,4. 28% respectively. [Conclusions] Creating the national level scientific journal evaluation system,taking the selection scheme which equally emphasizes Chinese journals and foreign journals along with the university journals,the selection and establishment of the leading,authoritative,and stable top group of scientific journals can guide and promote fast development of all disciplines and specialties of scientific journals in China.
