中国社会结构转型与体制转型同步发展,使得各种矛盾冲突尤为复杂,突发性群体性事件频繁发生。作为突发性公共事件的重要推手,网络舆论既能够诱发突发性公共事件,也能够消解和减少突发性公共事件,最终决定其发展方向和态势。当前中国突发性公共事件网络舆论治理,不仅治理观念相对落后、治理方法科学性不足,而且缺少健全、系统的网络舆论治理机制体系。因此,摆脱突发性公共事件网络舆论治理困境,就需要确立新的观念和理念,在强调治理方法科学性的同时,建构系统化的网络舆论治理机制体系,从而确保突发性公共事件网络舆论治理的发展性和创新性。

As an important promoter of public events, network public opinion can not only induce the public incidents, but also can eliminate and reduce the public events, and finally decide the direction and trend of the public incidents development. At present, in the process of internet public opinion governance in China, the concept of governance is relatively backward, the scientific method of governance is not enough, and the sound and systematic network of interuet public governance is lacked. Therefore, to get rid of the governance dilemma of internet public opinion, it is need to establish new ideas and concepts, and emphasize the scientific nature of governance, and construct the mechanism system of internet public opinion governance, and ensure the development and innovation of internet public opinion governance in public events.
