On Education Security

从历史和现实、国际和国内来看,教育都是影响我国国家安全的重要因素,但因其隐蔽性和长期性特点易被忽视。要从国内总体国家安全观和国际层面人的安全角度认识教育及其综合改革,我国历史上对教育安全认识不足,当前已经面临教育安全的现实威胁。只有从国家安全层面上认识教育,确立教育安全概念,加强国家教育安全观念,才能更好地认识教育综合改革的重要性和迫切性,并以法治保障、规范和推进教育改革的进行。

From the perspectives of history and reality, education, whether at home or abroad, has proved to be the fundamental factor that has an impact on national security. However, it has long been ignored due to its invisibility and enduringness. It has to be noted that education and its comprehensive reformation can be acknowledged only from the perspective of the overall national security outlook and the safety of human beings in international context. Historically, China did not pay enough attention to education security and now, it is already confronted with the threat of education security. 0nly by understanding education from the perspective of national security and by establishing and stressing the concept of education security, can we have a better understanding of the importance and urgency of the comprehensive reform of education and use laws and regulations to support, supervise and accelerate the reform.
