Practical problems encountered in municipal works are often more complicated than those stated in textbooks. This paper advocates that managers should carry out in-depth control and flexibly use the earned value principle and project management sottware; they should combine theory and practice while considering the actual situation and the demands of staff members; they should also balance between resource inputs and actual effects to take advantage of earned value principle to improve their management level and management efficiency.
