The Role and Positioning of Public Service Platforms for Entrepreneurship and Innovation:A Case Study of Tianjin Yicoo Creative Park

当今世界,科学技术已成为经济社会发展的决定性力量,进一步增强创新能力是推动科技日新月异、经济高速发展和区域竞争力提升的必然要求,也是推进天津市新一轮跨越式发展的必然要求。增强自主创新能力的核心是发挥企业的创新主体作用,关键是建设、完善公共服务平台,从而构建起单体积极创新、群体优势互补的区域创新体系。对于创新技术的产业化过程,公共服务平台可在不同环节提供不同的创新创业公共服务,缩短产业化进程,推动传统产业的升级换代和新兴产业的崛起。以天津意库产业园为例,论述了创新创业公共服务平台的角色定位。

In today＇s world, science and technology has become a decisive power for economic and social develop- ment. Therefore, the further enhancing of innovation capacity is becoming an inevitable requirement of not only promoting the development of science and technology and economy and strengthening regional competitiveness but also pushing for- ward the leap-forward development of Tianjin. To enhance the independent innovation ability of enterprises, the core is to play their roles as an innovative subject and the critical measure is to build and complete public service platforms, therefore creating a regional innovation system featuring positive innovation by single numbers and complementary advantages shared by groups. For innovation technology industrialization process, public service platforms in different areas provide different services at different steps, which will effectively shorten the industrialization process, promote the upgrading of traditional industries and the rise of emerging industries. This paper takes an example of Tianjin Yicoo Creative Park to discuss the role and positioning of public senlice platforms for entrepeneurship and innovation.
