巴西食品安全政策综述及对我国的启示

Food Safety Policy in Brazil and Its Enlightenment to Chinese Food Safety Management

巴西曾是世界上最贫困的国家之一,其很多国民曾面临着饥饿的威胁。然而,在政府的有效作为和有力支持下,巴西逐渐建立了公民食品及营养安全方面的公共政策。据此,阐述了巴西食品安全政策的主要内容,分析了巴西食品安全政策的主要特点,提出了其对我国在食品安全政策建立方面的启示。从食品安全方面的政策措施来看,巴西能够将食品安全及营养相结合、强调公民的食品安全权利、注重社会责任和参与机制建设、努力营造食品安全环境,而这些措施对我国食品安全建设极具借鉴意义。

Brazil was one of the poorest countries in the world,and many people in Brazil were faced with the problem of starvation.However,with the effective support of the Brazil government,the public policy of the food and nutrition security of the citizens has been realized.This paper introduces the content of food safety policy in Brazil,and analyses comprehensively its characteristics,then puts forward the enlightenment to Chinese government for the establishment of food safety policy.Reviewing the food security policies and measures,there are some characteristics,like the food safety and nutrition combination,emphasis on the citizens＇ rights of food safety,pay attention to social responsibility and participation mechanism construction and constantly improvement of the food safety environment,etc.These characteristics have great significance for the construction of food safety for Chinese government.
