党的十八届五中全会提出"创新、协调、绿色、开放、共享"五大发展理念,意义重大,影响深远,为实现"第一个百年"目标——到2020年如期全面建成小康社会提供了科学的指导,从而为实现"第二个百年"目标夯实根基开辟道路。各级领导干部应认真学习五中全会精神,深刻认识决胜全面建成小康社会的重大意义,自觉做五大发展理念的忠实践行者。

The Fifth Plenary Session of the Eighteenth Central Committee of the CPC is an extremely important plenum called by our Party as we will soon enter the decisive stage for comprehensively finishing the building of a moderately prosperous society. A series of important issues have been explicitly prescribed for the following five years; especially, it has brought forward the five development ideas guiding the development of our country in the ＂thirteenth five - year＂ period, i. e. , innovation, coordination, greenness, openness, and sharing. These ideas are of great significance and profound influence, and they provide scientific guidance for our realizing the goal of the ＂first hundred years＂ - comprehensively finishing the building of a moderately prosperous society by 2020, thus laying a solid foundation for achieving the goal of the ＂second hundred years＂. The leading cadres of all levels must carefully study the spirit of the plenum, deeply grasp the guiding function of these ideas for comprehensively finishing the building of a moderately prosperous society, and make efforts to practise these ideas in practical work and be determined practitioners of these ideas.
