“成人教育培训服务三项国家标准”施行阻力因素探究

Study on the Resistance Factors of “Three National Standard for Adult Education and Training Service”

"成人教育培训服务三项标准"的发布标志着我国成人继续教育质量监控制度文化的建立,标志着我国成人教育培训服务进入法制化、规范化的运行轨道。但发布至今其社会影响力及贯彻执行度不甚理想。探其原因,主要与"三项标准"受限于"成人教育培训"领域、为推荐性标准、宣传力度不够、执行落实条件不够成熟等因素有关。只有妥善解决这些问题,"三项标准"的价值才能得以真正体现。

The release of ＂Three National Standard for Adult Education and Training Service＂（ hereinafter referred to as the＂Three Standards＂） marks the establishment of our adult education quality monitoring system culture,and marks the moment when Chinese adult education and training services enter the legalization and standardization. But after more than two years since the release,its social influence and implementation is not satisfactory. The main reasons are as following： the＂Three Standards＂are limited in the field of adult education and training,its recommendation and the propaganda is not enough,and its implement condition is immature.Only by properly solving these problems,the value of the ＂Three Standards＂can be truly reflected.
