国家情报战略概念及其构成要素论析

An Analysis of the Concept of National Intelligence Strategy and Its Basic Elements

[目的/意义]国家情报战略对于维护国家安全利益、支援国家发展战略,实现国家安全目标具有极为重要的作用。但是,由于国家情报战略的出现时间较晚,目前无论是中外学术界还是情报界,对于国家情报战略的概念仍没有一个统一、权威的界定。[方法/过程]试图通过对目前存在的一些概念进行比较,得出一个比较全面的概念,并对国家情报战略的构成要素进行分析,以期对相关研究进行补充。[结果/结论]经过研究后认为,国家情报战略是协调运用各种国家情报资源、发展国家情报能力以构筑认知优势、维护国家安全的纲领和计划。其核心构成要素至少应当包括国家情报工作目标、国家情报力量的建设与运用和国家情报战略的实施。

[ Purpose/Significance] National Intelligence Strategy plays an important role in safeguarding national security interests, sup- porting national development strategy and achieving national security goals. But neither the academia nor the Intelligence Community at home and abroad has a unified and authoritative concept of National Intelligence Strategy so far. [ Method/Process] Through the compari- son of some existing concepts of National Intelligence Strategy, this essay tries to get a general concept of National Intelligence Strategy, and analyzes its basic elements. [ Result/Conclusion] After research, this paper argues that the national intelligence strategy is to coordi- nate the use of various national intelligence resources, the development of national intelligence capabilities to build cognitive advantage, to maintain national security programs and plans. The core elements should include at least the goal of national intelligence, the construction and application of national intelligence power and the implementation of the national intelligence strategy.
