中国人文社科期刊评价的变迁、问题及优化路径

The Changes,Problems and Optimization of the Evaluation of Chinese Journals in Humanities & Social Sciences

[目的/意义]人文社科期刊评价是人文社会科学学术评价的重要内容之一,但目前在理论上尚不成熟且在实践中面临诸多纷繁复杂的问题。[方法/过程]通过梳理、剖析我国人文社科期刊评价经历的不同发展阶段及其演变过程中4大特征化事实,检视了当前人文社科期刊评价存在的若干突出问题,主要涉及评价指标体系设置、评价主体多元化、评价程序保密性、评价标准定量与定性之争、评价功能异化、评价本土化进程、专业评价人才队伍以及理论支撑体系等多个方面。[结果/结论]基于此但不限于此,最后从功能定位、理论方法、机构优化、沟通协作、评价结果再评价以及专业评价与大众评价的关系等多重视角提出我国人文社科期刊评价体系和机制的完善、优化之策。

[ Purpose/Significance ] Evaluation of journals of humanities and social sciences is one of the key contents of academic evalua- tion of humanities and social sciences, and is still not mature in theory with many complicated problems in practice currently existing. [ Method/Process ] Through combing and analyzing the development of the evaluation of journals of China＇s humanities and social sciences in its different development stages and its four characteristics, this paper inspects some prominent problems in the process of journal of hu- manities and social sciences evaluation, which mainly involves the construction of evaluation index system, diversification of evaluation in- stitutions, confidentiality of evaluation procedures, disputation on quantitative and qualitative evaluation standards, evaluation function dis- similation, localization of evaluation, professional talent team, as well as the theoretical system etc. [ Result/Conclusion ] Apart from these analysis, the paper also proposes some measures to improve the evaluation system and mechanism in question at last from the multi-per- spectives of function positioning, theory and method, institution optimization, communication and collaboration, reevaluation of the evalu- ation results, and the relationship between professional evaluation and public evaluation.
