Analysis on the Effectiveness of Government Emergency Decision Information

[目的/意义]决策者所需信息暗含着决策者的信息需求和信息有效性两个内涵。如何在突发事件应急环境下为决策者提供有效信息成为提高解决决策质量或克服决策信息困境的重要途径。[方法/过程]依据应急决策需求归纳了突发事件信息源和信息渠道的四种情景,将不同决策情景作为输入条件,从政府应急决策者信息需求、信息源与信息渠道、决策者自身条件等方面分析了影响信息有效性的因素,提出了衡量应急决策者现实需求和潜在需求条件下的信息有效性评价指标。[结果/结论]该指标可改善和提高应急决策活动中的信息支持效力。

[ Purpose/Significance] The information needed by decision makers implies the information needs of the decision makers and the effectiveness of the information itself. Providing effective information for decision makers under the emergency environment ensures to improve the quality of decision-making or to overcome the dilemma of decision-making. [ Method/Process] According to the demand of emergency decision, this paper summarizes the four scenarios of emergency information source and information channel, and points out the measurement index of the information effectiveness in real demand and potential demand levels of government emergency decision makers from aspects of information needs, information sources and information channels, and the decision maker＇s own conditions. [ Result/Con- clusion ] The index can improve and enhance the effectiveness of information support in emergency decision-making.
