“价值流”视角的政务信息资源价值实现研究

Value Realization of Government Information Resources:a Research from "Value Flow " Perspective

[目的/意义]政务信息资源日益成为国家战略性资源,如何有效开发利用政务信息资源,实现政务信息资源价值是一项重要研究课题。国内不少专家和学者对政务信息资源价值实现进行了多角度、多层次的分析研究,但从文献调研情况来看,尚未发现任何研究从"价值流"角度对政务信息资源价值实现进行分析研究。[方法/过程]在价值流理论指导下,对政务信息资源价值流进行界定的基础上分析了政务信息资源价值流形成的机理,从内外部业务角度构建了政务信息资源价值流模型,并以价值流为基础分析了政务信息资源的价值实现过程。[结果/结论]通过上述分析研究,得出政务信息资源价值实现是一个复杂的社会系统工程,受多方面因素共同作用影响的结论,并据此对其价值实现提出了整体性要求。

[ Purpose/Sigulflcance] Government information resources are increasingly becoming the national strategic resources, their ef- fective development and utilization and full value realization have become an important research topic. Though there are multi-angle and multi-level analyses on the value realization of government information resources by many experts and scholars, we didn＇t find research from the perspective of＂ value flow＂ from the present literature. [ Method/Process ] Under the guidance of the value flow theory, based on the definition of the value flow of government information resources, this paper analyzes the mechanism of formation of the value flow of government information resources, constructs the value flow model of government information resources from the point of view of internal and external business, and analyzes the value realization process of government information resources based on the value flow. [ Result/ Condusion] It is concluded that the value realization of government information resources is a complex social system engineering influenced by many factors. The paper also puts forward the overall requirements for the value realization of government information resources at last.
