“双轨政治”重构与农村基层行政改革——激活基层行政研究的社会学传统

Dual Track Political Reconstruction and Rural Administrative Reform

中国行政管理体制的改革,提高了地方政府行为的法治化、规范化程度,也给农村基层行政带来了未曾预料的后果。通过激活农村基层行政的社会学研究传统,建构"双轨政治"的理想模型,总结当前农村基层行政的特征,并结合地方政府创新农村社会治理体制的丰富经验,提出依法行政的体制改革仍需尊重基层社会的自治传统,充分利用有效的自治资源,支持不同类型农村社会组织的自我约束、自我管理,发挥乡规民约、行业规章和团队章程等社会规范在社会治理中的积极作用。

The reform of Chinese administrative management system has not only improved local governments＇ legalization and standardization level,but also brought unexpected consequences to the rural administration. By activating the tradition of rural basic level administration studies,this paper constructed an ideal model of ＂double track politics＂,summarized current characteristics of rural basic level. Combing with the experiences of local governments＇ innovation on rural social management system,it put forward the reform of administration complying with law. However,the traditional autonomy of rural society should also be respected,effective autonomous resources could also be used,self-restraint and self-management of different types of rural social organizations should be supported,and the positive role of village regulations,industry regulations,team charters and other social norms in social governance could be played.
