考虑用户节电损失的有序用电动态多级时空协调方法 被引量:6

A Dynamic Multi-level Temporal and Spatial Coordination Method for Orderly Power Utilization Based on Customer Load Curtailment Cost Characteristics

摘要 当电力系统发电能力不足或产生突发事故时,有序用电能够有效填补电力缺口,保障重要负荷的电力供应。目前有序用电工作对用户的节电经济损失考虑不足,且电力缺口指标由系统分配到用户的这一过程存在着时空维度不协调的问题,导致难以实现缺口指标的最优化分配。提出一种有序用电缺口指标的动态多级时空协调方法,提出了从用户至省级、覆盖空间上多层电网的节电损失函数,建立了多时段统一协调安排用户分配的缺口指标和用电曲线的优化模型,实现缺口指标在时空上的最优分配。算例结果显示,该方法解决了有序用电缺口指标时空不协调问题,有效降低了全社会停电损失,能够提升用户对有序用电工作的满意度。 When there is power supply shortage or emergency event in power system, orderly power utilization needs to be applied to cut down electricity demand to maintain power supply for important electricity consumers. Current orderly power utilization fails to consider curtailment costs for different regions and customers, and ignores temporal continuity and production regularity of customer, leading to inefficient load curtailment scheduling. This paper proposes a dynamic multi-level temporal and spatial coordinated shortage allocation method considering customer load curtailment costs for orderly power utilization. Load curtailment cost function is established from individual customer level up to provincial electrical grid level. An optimization model is proposed to strategically rearrange customer load profiles across multiple periods. Case studies show that the method efficiently coordinates power shortage in temporal and spatial scale, and significantly brings down economic cost due to curtailment allocation. This model could help promote customer satisfaction level in orderly power utilization.
