基于产品生命周期的高校国际学生教育成本分担政策的研究

国际学生教育成本分担政策影响着我国国际学生教育市场的发展。文章在总结我国国际学生教育发展现状以及国外成本分担政策的基础上,以产品生命周期理论为基础,系统阐述国际学生教育产品性质随生命周期而改变的特征。根据生命周期理论,目前我国国际学生教育尚处于成长期,由于国际学生的准公共产品性质,国际学生教育应采用政府为主、家庭为辅的二元化分担方式。进入成熟期,国际学生教育产品的属性以私人产品为主,宜采用家庭为主、政府监控的多元化分担方式。

Entering the mature stage, attribute to the characteristic of private products, the cost of international student education should be diversified, that is, the family covers the cost dominantly, and monitored by the government.
