油港安全评价指标构建研究

我国现在处于高速发展的阶段对于化石能源的需求量逐年上升,由于我国的地理环境和石油勘探开发技术的欠缺等原因,国内产油量无法满足国民经济发展的需要,原油进口量和原油对外依存度逐年增加。我国的原油进口主要是通过海运,所以油港的建设对于国内原油的供应十分重要。国家为保证原油的进口在油港的建设和运营上投入了巨大的资金,但是如何保证油港安全有效的运行还存在一些问题。其中对于油港的安全性评价就存在很多不明确的问题,评价指标的不统一、评价形式化以及不适用化是造成油港安全问题频发的重要因素。从油港评价指标体系建立的原则、方法和系统指标的确定进行了简单说明,希望能为油港的安全运行做出贡献,使油港更好的为国家经济发展转型做出贡献。

Our country is now in a stage of rapid development, the demand for fossil fuels increases year by year. Because of geographical environment and the lack of petroleum exploration and development technology, domestic oil production can not meet the need of economic development. The imported amount of crude oil and the degree of dependence on foreign oil increase year by year. Our crude oil import is mainly by sea, so the construction of oil port for the supply of domestic crude oil is very important. To ensure the crude oil import, huge fund has been invested in the construction and operation of oil port, but how to ensure safe and effective operation of the oil port there is still problem. There are a lot of problems in the safety assessment of the port. In this paper, principles and methods of construction of safety evaluation index system of oil port were described.
