Improving Medical Security System to Break the Vicious Circle of Poverty and Illness

本文对"低收入家庭经济状况调查"数据的分析表明,慢性病在农村低收入家庭中发病相当普遍,且对绝大多数患者的工作和生活造成了影响;最近一年有成员生大病的农村低收入家庭比例超过70%。从低收入家庭的支出压力看,医疗支出压力排在第一位,且远高于其他主要支出的压力。调查表明,农村低收入家庭仍然难以摆脱"贫""病"交加的困境,因而是农村精准扶贫的重点人群。针对低收入群体的医疗困境,本文提出对策建议,从两个方面入手切断"因病致贫"和"因贫致病"的循环圈。

Based on the data of Investigation on the Economic Status of Low Income Families, it was found that chronic diseases were very common in poor rural families, and have caused bad impact on most patients＇ work and life. There were over 70% of the low income families in rural areas having one or more persones gotten serious illness during the last year. For the expenditure pressures, the pressure of medical expenditure ranked first, and was much higher than other major expenditure pressures. The survey indicates that it is hard for the low income family to get out of the plight of poverty and illness by themselves, so they are the target population of poverty alleviation projects. To deal with the pressure of medical expenditure, this paper suggests a way to break the vicious circle of ＇poverty due to illness＇ and ＇illness due to poverty＇ from two aspects.
