摘要
东营市工伤认定部门在长期办案过程中,吸收和借鉴劳动仲裁和行政诉讼的部分机制,探索建立了工伤重大疑难案件庭审质证和行政听证制度,并建立了全面信息公开、全程接受监督、内部联动、外部联席机制,通过优化工作衔接,弥补程序漏洞,畅通沟通,实现了工伤认定的关口前移、重心下沉,提高了工伤认定的整体工作水平和综合服务效能。
With the experience in long period of processing the declared cases in the Industrial Injury Identification Departments, by absorbing and learning from certain mechanism of labor arbitration and administrative appeal, we have explored a court querying and administrative hearing rules, and built a mechanism of information publicization, whole course supervision, inner co-action, and outer co-chairing. By improving job connection, making-up program vulnerability, and keeping communication lines open, we have achieved the goals of "critical part identified beforehand while key parts going downward" in the process of identifying industrial injury, and have increased the overall level of case identification and service efficacy.
