我国是世界马铃薯种植的第一大国,但由于栽培水平、加工水平、物流体系和消费习惯等众多因素限制,致使马铃薯主粮化过程面临众多问题和挑战。介绍了马铃薯主粮化的内涵,运用产业组织理论经典SCP模式分析得出,马铃薯主粮化项目具备现实条件,但受"不与三大主粮抢水争地"的限制;通过SWOT分析得出,推进马铃薯主粮化项目的战略重点是科技创新驱动、市场需求拉动、制定种植区域规划和综合扶持补贴政策。

China is the first country of potato cultivation in the world but many restriction factors including cultivation level,processing level,logistics system and consumption custom result in challenges and problems during the process of potato staple food normalization. The authors introduce the connotation of potato staple food normalization.The realistic condition of potato staple food normalization is analyzed by the typical industrial organization theoretical SCP model but the realistic condition is restricted from development of three main principle grains.The SWOT analysis shows that the strategic focuses to promote potato staple food normalization are technological innovation drive,market demand pull,rational cultivation regional planning and formulation of integrated support and subsidy policy.
