摘要
为解决收费公路与地方经济发展之间的不均衡问题,文章利用协整理论对收费公路与经济发展关系进行实证研究。通过分析得出,从1984-1999年收费公路与中国经济发展之间不存在协整关系,这一时期收费公路滞后于经济发展,二者之间不具备有均衡发展的条件。从2000年至今,收费公路已经成为我国经济增长的因素,二者之间不但具有平稳性而且还存在长期的均衡发展关系。因此文章建议,通过加大收费公路市场开放力度以及采取政府补助经营性公路政策的方式鼓励收费公路的发展,为加快丝绸之路经济带建设做出贡献。
The relationship between toll road and national economic development is studied empirically through the theory of cointegration in order to deal with the imbalanced problem. Through the analysis, there is no co-integration and imbalanced relationship between the toll road and national economy from 1984 to 1999, because the development of toll road lagged behind the economic development during the period. Toll road has become a factor to stimulate the national economic development with a stationary relationship and a long-term balanced development since 2000. Finally, the policy suggestions are provided to encourage development of toll roads with increasing markets and governmental subsidies of profit-making highway policy, in order to relieve the pressure of fund shortage on road infrastructure construction to the construction of the Silk Road economic belt.
