意愿与行为的悖离:农村生活垃圾集中处理农户支付意愿与支付行为影响因素研究

The paradox between willingness and behavior: Factors influencing the households' willingness to pay and real payment behavior on rural domestic garbage centralized treatment

意愿与行为的悖离往往导致农村环境治理集体行动的失败。因此,厘清导致悖离的因素对农户参与生活垃圾集中处理具有重要意义。文中利用陕西省关中地区271户问卷调查数据,首先运用二元Logit模型分析农村生活垃圾集中处理中农户支付行为与支付意愿悖离的影响因素,然后运用ISM模型解析各影响因素间的关联关系和层次结构。研究结果表明:农户健康状况、农户年家庭人均纯收入、筹资额度高低的认知、生活垃圾集中处理对环境改善效果的认知、社会网络6个因素对农户支付意愿与支付行为的悖离产生显著影响。其中,筹资额度高低的认知属于表层直接因素,农户健康状况、年家庭人均纯收入和生活垃圾集中处理对环境改善效果的认知属于中层间接因素,社会网络和村人口密度是深层根源因素。

The paradox between willingness and behavior will lead to the failure of collective action for rural do- mestic garbage centralized treatment; therefore, it is significant to probe the factors that influenced the farmers participative behavior to garbage centralized treatment. It was found that some households showed the paradox be- tween the payment behavior and the willingness to pay. Using the questionnaire data from the 271 households in Shaanxi Province, we recruited the binary Logit payment behavior and willingness to pay in the and then ISM model was employed to determine model to examine the factors leading to the paradox between the process of the rural domestic garbage centralized management, the relationship between various influencing factors and hierar- chy.
