In the March of 1927 Li Dexin became the second mayor of Shenyang. Once an ambitious international student in Japan, Li was eager to do something for Shenyang’s municipal administration. Soon after he took office, Li began to implement his traffic reform: building roads, bridges, tunnels, and ditches, and stretching bus routes. With these efforts, a rudimentary traffic network was established in Shenyang. After some investigation, Li decided to install traffic lights at the inter section of Shiyiweilu Road and Sanjingjie Street, and at Sipingjie Street(now Zhongjie Street) in front of the Bell and Drum Tower. In 1930 the first traffic lights began to flash along the Shiyiweilu Road. The installing task was performed by the Electric Lamp Factory.In 1931 the 9.18 Incident occurred and the Japanese invaders occupied Shenyang. The old municipal office, once controlled by local warlords, was disintegrated and replaced by Japanese invaders. Such a situation lasted to the Japanese surrender in 1945. The early traffic lights performed irreplaceable functions for people’s life and work. As a miniature and landmark of Shenyang’s urban development, these traffic lights and their significance will be long remembered.
