摘要
构建基础教育公共服务指标体系,以我国大陆31个省份2008、2010和2012年度城乡初中、小学的相关数据为样本,文章采用变异系数等统计量测定了基础教育公共服务各项指标的非均等化程度,探讨了影响基础教育公共服务均等化的重要原因。结果表明,基础教育公共服务非均等化现象在城区之间、农村之间和城乡之间都不同程度地存在,城乡之间的差距尤为突出。文章认为,我国基础教育公共服务均等化目标的实现不应以地方财力均等化作为必要前提,并提出了三点政策建议。
Aiming to construct the index system of basic education public service,the author of this paper uses the statistics such as variation coefficient to test non- equalization degree of every index in the system according to the annual relevant data of primary and secondary education in the urban and rural areas in 31 provinces of China's Mainland in 2008,2010,2012. The results show that non- equalization of basic education public service exist between urban areas in different cities,rural areas in different regions,urban and rural areas to a certain degree,with the widest gap between urban and rural areas. Local financial equalization shouldn't be the precondition to achieve the goal of equalization of basic education public service. Except for local financial equalization,the paper discusses the important reasons affecting equalization of basic education public service and makes corresponding proposals.
