国有戏曲院团发展中的问题与改革策略

Problems and Reforms in the State-Owned Traditional Opera Theaters

"市场化"改革并未从根本上改变戏曲院团对财政性资金的依赖,"观众"的市场正在逐渐异化为"政府"的市场。当前的首要问题是,财政性资金投入明显不足,高潜质人才断档、人才梯队不完整,行业政策存在隐性导向偏差或反向引导作用。此外,剧场的布局分配、演艺集团、政府购买公共演出服务与演出补贴等问题也不容忽视。针对上述问题,从总体结构到具体措施,尝试提出完善我国戏曲院团改革发展政策措施的初步建议。

The market reform didn＇t change traditional opera theaters＇ relying upon financial fund, audience-oriented market gradually dissimilates into government-oriented one. Currently, the primary problem is the insufficiency of financial fund, the shortage of highly-potential talents, the imperfection of talent echelon and the lapse in the industry policy guidance. In addition, other problems should not be ignored, such as theatre distribution, public performance service purchase, performance subsidy, etc.. This paper in question, from the overall structure to the detailed practices, tries to propose some preliminary suggestions, for the purpose of promoting China＇s opera institutes reform and development.
