摘要
采用主题框架法与DPSIR模型,构建了4层次中国省级区域环境绩效评价指标体系,对2010年30个省(市、自治区)的区域环境绩效进行了评价与分析。结果表明,北京、广东达到优秀水平;山西、甘肃、贵州、宁夏、青海、新疆的区域环境绩效水平较差。中国省级区域环境绩效表现出明显的地域性。西部地区的总体水平较差;中部地区总体在良好以下;东部地区基本处于良好及其以上水平。其中,环境质量的主要制约因子为区域环境噪声、城市居民粪便处理率和工业固体废物处置率;生态保护的主要制约因子为人均公园绿地面积、农药使用强度、植被覆盖指数和森林覆盖率;资源可持续利用的主要制约因子为水资源缺乏指数和城市再生水利用率;环境治理的主要制约因子为环境治理投资占GDP的比例和环境保护机构人员占地区总人口的比例。
An environmental performance evaluation index system of 4-level provincial regional environmental performance of China was established based on thematic framework analysis method and DPSIR model. The system was used to assess provincial regional environmental performance for 30 province of China, in 2010. Results showed that the environmental performance of Beijing and Guangdong was at the excellent level,while that of Shanxi,Gansu, Guizhou, Ningxia, Qinghai and Xiniiang was at the extremely poor level. The environmental performance showed great regional difference. Most of the western provinces had poor environmental performance. The central provinces had the environmental performance with fine level or below. However, the eastern provinces had the environmental perform ance with at least fine level. The limited factors were regional environment noise,the rate of urban feces treatment and the rate of industrial solid waste treatment for environmental quality,the green area per capita,the intensity of pesti cide use, the vegetation cover index,and the forest cover rate for ecological protection, the index of water shortage and the rate of urban water reuse for sustainable utilization of resources,and the rate of environmental governance invest to GDP and the rate of people engaged in environmental protection to local total population for environmental governance.
