生态补偿投融资市场化机制研究综述

A Review on the Research of the Market Mechanism of Ecological Compensation for Investment and Financing

生态补偿的资本从何而来,仅靠政府的财政资金投入是杯水车薪,而吸引社会资本的投入需要运用市场化机制,生态补偿的公益性与社会资本的逐利性如何协调统一,是生态补偿投融资面临的难题。通过梳理、归纳,总结了近年来国内外相关文献在生态补偿方向的理论与实践、生态补偿机制,特别是生态补偿投融资市场化机制方面的研究成果,并对其进行了评述,指出目前学术界相关研究的不足及需进一步研究的方向领域。

Where can we get the capital of eco-compensation？ Obviously, it is not enough only by relying on the government＇s financial capital or by attracting social capital investment necessary to use the market mech- anism. The financing of eco-compensation faces a problem as to how to coordinate and unify the public welfare of eco-compensation and the profit-driving of social capital. In this article, the authors comb and generalize the theories of eco-compensation and the mechanism of eco-compensation of the related domestic and foreign articles published in recent years, especially the research findings on the marketing mechanism of the investing and fi- nancing of the eco-compensation. Meanwhile, the authors review the related theories and points out the defects of current academic researches and the further researching key points.
