摘要
建设研究型高水平大学必须要有与之相适应的人才保障机制。通过数据分析可以发现,研究型高水平大学具有人才队伍科研成果产出率高、师资队伍配置竞争实力强、人才队伍支撑学科平台作用明显、人才队伍建设制度保障有力的基本特征。与东中西部地区研究型高水平大学相比,西部高校在研究型高水平大学建设中,不仅实力差距明显,而且各种保障条件极为欠缺,尤其是在人才保障方面问题突出。为此,西部高校在建设研究型高水平大学中,必须以人才建设为核心,以人才保障机制构建为重点,通过建立健全高效的人才引入机制、畅通人才疏导机制、完善各种人才奖励制度、引入人才退出机制等,才能为研究型高水平大学的建设与发展提供坚强有力的制度保障。
The construction of high level research university should have corresponding safeguard mecha- nism of talents. Through the data analysis, it can be found that the high level research university has some basic characteristics, including a talent team of scientific research achievements with high productivity, the teacher troop configuration competition strength, talent team positively supporting disciplinary platform, and a reliable talent team construction guarantee system. Compared with the high level research universities in the east and the Midwest, the colleges and universities of the western regions in the construction of high-level research university have an obvious huge gap in talent strengttl, and are lacking in all kinds of security conditions, especially in the area of talent security problems. Therefore, the western colleges and universities in the construction of high level research university should take the construction of talent as the core, focusing on the construction of talent guar- antee mechanism, establishing and perfecting the effective talents introduction mechanism, clear guidance mechanism, perfecting all kinds of talents incentive system, and introducing in talents withdrawal mechanism, so as to provide strong institutional guarantee for the construction and development of high level research univer- sity.
