进一步推进陕西“简政放权放管结合优化服务”改革的建议

Reform Proposals of Further Advancing Streamlining Administration, Delegating More Power to Lower-levels, Improving Regulation and Optimizing Services in Shaanxi Province

2014年以来,陕西省委、省政府把推进"简政放权、放管结合、优化服务"改革放在贯彻中央"四个全面"战略布局中谋划和推进,并取得了一定成效。但仍存在简政放权同步性、系统性不强,行政审批规范化、信息化水平不高,监管机制、责任机制不完善等问题。建议加强改革的统筹规划和协调推进,以法治思维和方式加大改革力度,大力推进行政审批标准化、信息化和基层政府承接能力建设,强化中介组织的规范与管理,制定规范、高效的监管制度框架。

since 2014, the reform of streamlining administration,delegation more powers to lower- levels, improving regulation and optimizing services has been the implementation of the central ＂four overall＂strategic layout by Shaanxi Provincial Party Committee and its government, which has achieved certain results. But there exist some problems; decentralization synchronization, lack of systematic-ness, the standardization of administrative examination and approval, the informationization level, regulatory mechanism, imperfect ac-countability mechanism. It is proposed that we should strengthen the reform of the overall planning and coordination propulsion, intensify reforms using the rule of law and the legal ways, promote the standardization of administrative examination and approval, the construction of informationization and the grass-roots government, strengthen the standardization and management of the intermediary organization,formulate standardized and efficient regulatory system.
