The Development Research on Journal of Academy of Governance under the Background of Cultural System Reform

文化体制改革背景下,行政学院学报的发展问题日益凸显,旧的发展体系仍末打破,新的发展体系还未建立,机遇与挑战同在,问题与矛盾交织。学报出版的公益性与经营性各有其发展的原则与思路、方式与方法、保障与维持,学报制度创新应建立在公益性出版与经营性出版融合发展的基础之上。学报发展的路径选择是突出专业特色,实现品牌效应;抓住质量兴刊,提升品位效能;增强竞争力与影响力,实现"两个效益"的有机统一。行政学院学报发展的阶段性及政策适应、前瞻性及适时调适、持续性及动力维持,只有在哲学层面深入思考,才能认识和理解其中的丰富内涵。

The problems with Journal development of Academy of Governance increasingly arise under the background of the re-form of the cultural system. The old system has not been broken, but the new development system is not established; opportunities and challenges coexist; problems and contradictions interweave. The public welfare and profit-making of Journal publication have its devel-opment principles and ideas, ways and means, security and maintenance. System innovation should be established on the basis of public welfare publishing and business integration. There are some steps to take as follows ： to highlight professional features; to achieve brand effects; to seize the quality issues; to enhance the quality of efficiency; to strengthen competitiveness and influence, to realize two path choices to unite the development of journal. School of administration development stages and policy adaptation, forward-looking and timely adjustment and continuous power maintenance. Only from the level of philosophy thinking, can we have a better understanding of rich abundant connotation.
