On the Theoretical Basis of Socialism

社会主义的理论基础由两个部分组成:一是继承并发展马克思主义基本原理,二是认识并遵循社会主义的基本社会经济规律。二者紧密联系、相互结合,整体功能和作用巨大。大力加强上层建筑,在党政领导层持久、深入开展社会主义的理论基础学习活动,不仅必要而且紧迫。要以社会主义的理论基础为指导,发展、改革、完善上层建筑,发挥其对社会发展的反作用。在近期,要着力实施十项战略性措施,为实现"两个一百年"宏伟目标奠定坚实基础。

The theoretical basis of socialism consists of two components： one is to inherit and develop the fundamental principles of Marxism; and the other is to understand and follow the basic social and economic laws of socialism. The two components are closely interrelated and coupled. Its overall function is great. It is urgently necessary and imperative to vigorously strengthen the superstructure and to consistently and deeply organize the learning activities of the theoretical basis for the leadership. We should develop, reform and perfect the superstructure under the guide of theoretical basis of socialism and make it exert a counteraction to the social development. In the near future, we should implement 10 strategic measures to set a solid basis for the ＂Two Century Goals＂.
