摘要
高铁已经成为影响甚至决定城市—区域发展走势的新"变量"。笔者在总结杭州都市圈建设模式和绩效特征的基础上,以杭州都市圈为例,剖析了高铁建设主导的区域竞争新格局对都市圈发展的作用机理,进而提出了都市圈应对高铁时代机遇挑战的发展对策。研究认为:都市圈及圈内城市要处理好"自转"与"公转"的关系,通盘考虑自身的功能定位和发展目标;推进市域网络化大都市建设,提高都市圈的首位度;以城市发展方式转变带动经济发展方式转变,推动县域经济向城市经济、都市圈经济转型升级;以创业创新为驱动力,推进跨地域城市治理创新,推动都市圈实现"竞合"发展。
High-speed Rail has become a new "variable" which influences or even decides urban-regional development. Based on the construction pattern and performance characteristics of Hangzhou Metropolitan Region, this paper analyzes the functional mechanism of the new pattern of regional competition dominantly led by High-speed Rail in developing Hangzhou Metropolitan Region, and then puts forward the development countermeasures with both the opportunities and challenges. It suggests that Metropolitan Region and the cities within should deal well with the relationship between "Rotation" and "Revolution" and take into account the functional orientation and development objectives as a whole; they should promote the construction of the territory network metropolis and enhance the primacy ratio; they should transform the urban development mode in order to achieve the transformation of economic development mode and update the county economy to the urban economy and metropolis economy; they should also promote inter-regional social management innovation and realize both the competition and cooperation in Metropolitan Region with the entrepreneurship and innovation as the driving force.
